PROPOSED AGREEMENT (SUBJECT TO RATIFICATION)

Following a series of meetings between the CWU and Management in the West of Scotland regarding attendance arrangements the following which forms the basis of an agreement was reached which is subject to ratification with the CWU membership week commencing 11.2.08.

In recognition of the business need to increase Saturday attendance and extend the start and finish times of some people within the West of Scotland the CWU and management have agreed the following changes and ongoing actions.

1.  It is accepted that reviewing attendance arrangements will be an ongoing process with both the CWU and management working together to continually review the requirements and work together to bring about the changes needed to meet the demands of our business.

2.  An area of discussion was around the need for some people to adopt 0930 start and 1910 finish to meet the ever changing demanding challenges we face as a business.

In recognition of this challenge, together with the focus on work/life balance, the CWU will work with management, to seek volunteers for a 0930 start and 1910 finish.  If insufficient volunteers are forthcoming the CWU commits to working with management to address this issue moving forward.

The use of this resource will be the subject of a joint review during a roster period.

Recognising the above constructive approach moving forward it was agreed that as a step along the journey the following changes would be made at this time.

People employed on PCR will not change at this time, however management will outline the rationale required for any changes in this area in the future.

People on patterns which are disputed (including those known as phantom C’s) will be jointly reviewed and agreed by the CWU and management before any changes are made to their patterns.

People employed on patterns which include scheduled Saturday attendance will not be affected by an increase in frequency of Saturday attendance at this time

People employed on frames will be offered the opportunity to be considered for a start time of 0730, 0800, 0830 or 0900.   The precise start time will be subject operational requirements.

People, not previously mentioned, employed on a pattern under the SWW (Shorter Working Week) agreement of 1978 will move from 0800 to an 0830 start time. They will also be offered the opportunity to consider alternative attendance patterns that offer extended weekday cover and/or scheduled Saturday attendance.

People employed on a C pattern under CSIP (Customer Service Improvement Program) of 1993 will move to a rotational 0830 / 0900 start on a weekly basis. They will also be offered the opportunity to consider alternative attendance patterns that offer scheduled Saturday attendance.

People employed on an A or B pattern under CSIP (Customer Service Improvement Program) of 1993 will move to a rotational 0830 / 0830 / 0900 start on a weekly basis.

People employed on an option 6 pattern from the Menu of Attendance Patterns 2007 will move to a rotational 0830 / 0830 / 0900 start on a weekly basis.

All previously authorised annual leave commitments will be honoured.

Any Personal & Domestic issues arising from the implementation of this agreement will be sympathetically dealt with by the operational manager.

All relevant information associated with these changes will be shared with the CWU.

In recognition of the above changes and to allow a period of engagement on a voluntary means to move to a start of 0930 and 1910 finish the implementation date originally of 3rd March 2008 will move to 7th April 2008.
